I have to inform you that though the appointment of no less than two additional Land Bailiffs was strongly recommended by the Squatters Board in February of last year, the recommendation was not concurred in by the Director of Public Works, who gave strong reasons for his belief that Mr. King should remain sole Land Bailiff, with the possible assistance (in respect of Kowloon and the New Territory) of a Police Officer.
I attach a copy of his minute of June 3rd, 1901, and the subsequent minutes of the Acting Colonial Secretary and Sir Henry Blake dated 4th and 5th June.

In paragraph 19 you state that you are not altogether satisfied as to the increase in the votes for Miscellaneous Services, and you point out that the vote to cover loss in exchange on Indian Staff Remittances has nearly doubled. The explanation, with which you are not satisfied, that the increase was due to a former under-estimate, was not a complete one; as enquiry has shown that the increase was chiefly due to the rise in the pay and the partial reorganization of the Indian Contingent of the Police Force.

In paragraph 20 of your Despatch, it is pointed out that no explanation was given you of the increases in several of the votes for Public Works annually recurrent, e.g., Maintenance of Buildings, of Roads and Bridges, and of Gas Lighting. I attach a statement by the Director of Public Works which gives full information on this subject and will, I trust, be found satisfactory. In addition to the remarks of the Director of Public Works in that memorandum, I may mention that as regards Gas Lighting in the City it was recently...
